On April 1, 1982, the front page of the Whistler Question announced “2 million win donated to community,” accompanied by a photograph of Drew Meredith, the supposed donor. Prank headlines in newspapers are nothing new, ranging from the obviously foolish to the almost believable, and headlines designed specifically for April 1 have graced Whistler newspapers since the 1980s. Some of the article have been lighthearted, while others have turned out to be prophetic.

According to the Question, Meredith, a Whistler realtor, won $2,304,197.16 on Fools Rush In in the Irish Derby after purchasing the ticket on a dare from Debbie Tiegan. Upon receiving word of his luck, he decided to donate his winnings to the municipality to finish community projects and facilities, such as the construction of municipal hall and the Whistler Health Care Centre. His only stipulation was that it also be used for a “permanent hot-air balloon in the parking lot at the Blackcomb Day lodge with a MacGregor-Pacific sign on the side.” A ceremony was allegedly planned to take place in Village Square on April 3 where Meredith would hand the cheque over to Mayor Pat Carleton.

The recession of the early 1980s came just as the development of Whistler Village was beginning to boom. Though some properties were completed, work on various lots was halted for a period, including the partially constructed Whistler Resort Centre (today the Whistler Conference Centre). Municipal budgets were reduced, municipal staff took a pay cut in 1982, and in July 1982 only 60% of property taxes were paid on time. In this economic climate, a large donation to the municipality would probably have been very welcome.

The April 1 front page also featured two more stories that, especially looking back, don’t seem all that plausible. One claimed that the Ministry of Transportation had announced an experimental snow removal system for Highway 99 called Operation SNO (Surface Nuisance Obliteration) that would use solar heating to melt snow off the highway as it fell. A prototype of the system had reportedly been installed in Mayr Pat Carleton’s driveway for the 1981/82 winter.

The other claimed that Colorado experts had solved the problem of snow falling off of the Whistler Resort Centre roof, which had become a public safety concern in March when large slabs of snow began shifting. The proposed solution was to “hyper-energize” the roof by installing a 20’x20′ fireplace in the middle of the building to heat the roof, thought it was still to be determined how the fireplace would be incorporated into the arena floor.

Of the three stories, only that of Meredith’s donation was followed up on in the next edition. Few people appear to have been upset by the story, though quite a few readers were willing to accept it, despite claiming that they would never be so altruistic themselves. According to Meredith, he “thoroughly enjoyed the escapade,” which he had not known about ahead of time, and was getting interesting responses from community members.

In the Question’s “Whistler Answers,” where six people were asked for their response to the story, Jack Cram claimed that he initially believed it because he “thought Drew is the kind of person to do something like that” and was very busy when he read it, “so it took a while to sink in.” Ross Tocher thought that if it was true then either Meredith wanted a mountain named after him or he wanted to be mayor (Drew Meredith was elected as mayor, but not until 1986). Some, like Lisa Knight, believed the headline but then recognized it as a joke as they read the article. According to Bob Currie, “It was just too much of a coincidence to have a story like that April 1.”

When the financial crisis of the 1980s hit Whistler even the prime real estate at the base of both mountains did not make it through unscathed. Dick Gibbons and Jack Cram were partners in Fitzsimmons Condominiums and Stoney’s Restaurant, where La Bocca is today. With a completed Whistler development under their belts, they were approached by Whistler Village Land Company (WVLC) about potentially purchasing the unfinished project where the Carleton Lodge now stands.

At the time the foundation was partially complete and it was anticipated that this building would be a day lodge and gateway for both Whistler and Blackcomb Mountains, however WVLC’s finances were dire and there was not enough money to finish the project. Dick recalls a conversation with Neil Griggs, President of the WVLC “I don’t want to exaggerate this, he literally begged us to finish the Carleton Lodge. I seem to recall he had tears in his eyes.”

Together with additional partners, they negotiated a deal wherein they agreed to finish the project on the condition that if they were unable to sell the 32 condominium units for a certain price the development permit charges would be refunded. Throughout the build the architect, building contractor, and many partners felt the financial strain. By the end of the project, Dick Gibbons and Ken Mahon were the only two left to finance and run the show.

When the Carleton Lodge was finally completed in November 1982, few residential units sold and Dick Gibbons ended up running The Longhorn because nobody else would buy it. The unsold residential units were transferred to the people involved in the development according to their investments, and development permit charges were refunded as initially agreed after the court got involved.

When Dick Gibbons was asked how he was able to balance his finances while many in Whistler could not, he said, “Being a little more risk adverse than some others might be was good for me at times and bad for me at other times because you miss opportunities. I sold quite a bit of real estate when the market had its peak in Vancouver because I thought it pretty much couldn’t go any higher.” Obviously real estate in Vancouver did eventually increase, but selling these real estate investments left Dick in a more comfortable position when interest rates skyrocketed, although it was still a difficult period.

Interest rates had an impact throughout all of the Whistler community. Bruce Watt, who had been a patroller since 1974, decided his family needed better financial security which led to him getting into real estate, a career he has loved and where you will still find him today. On the other hand, the ugly unfinished Village led realtor Drew Meredith to make “the mistake of running for Mayor in 1986” (his words, not mine) where he served for two terms.

While similar circumstances led to very different decisions, a consistent sentiment when talking to long-time locals about this time is that they would not want to do it again. The Village was started just in time, a year later and it may never have happened.

The past few months have seen various businesses reach 40 years, including Whistler Magazine, Blackcomb Mountain, and even The Grocery Store just last week.  This is not surprising, as at the beginning of the 1980s Whistler was undergoing huge changes and growth.  The first buildings of the Whistler Village were being completed and, in turn, the first Whistler Village businesses were beginning to open to the public.

While many of the original Village businesses have changed over the past four decades, some have been constant fixtures, like Tapley’s Pub.

The Windwhistle Building was one of the first lots to be completed in the Whistler Village, along with the Hearthstone Lodge, the Rainbow Building, and Blackcomb Lodge.  The plans for the building included a somewhat semi-circular shaped space just off Village Square that would house the Village’s first bar.  During construction, one of the more notable features of the building was the copper pillars that, on a clear day, reflected the sun.

Tapley’s original opening date of January 23, 1981, was delayed when a section of Highway 99 at Culliton Creek was washed out on January 21.  The road reopened on January 26 and, on January 29, Tapley’s Pub opened for business.

Opening day was presided over by John (J.R.) Reynolds, Tapley’s first proprietor, who reportedly looked “relieved that it had all finally come into place.”  All staff were on hand to welcome both local residents and visitors.  According to the Whistler Question, staff included Roland Kentel, Geoff Fisher, Ross Morben, Al Mattson, Rod MacLeod, Steve McGowan, Sheryl, Nancy, Kim, Heather, and Janet (we are not sure why reports of the opening did not include last names for female staff, but would appreciate anyone who could help us fill them in).  The day got off to a quiet start at 11 am but steadily filled as people came for beer, snacks, and darts, leading to a packed house by closing time.

Tapley’s was one of many businesses to open in the Whistler Village in 1981.  Just a couple of weeks later, Stoney’s opened on February 14, occupying the space now home to La Bocca.  Co-owned by Dick Gibbons, Jack Cram, and Lance Fletcher, Stoney’s was the first business of Gibbons’ to open in the Village.  The Longhorn Saloon, his second, would open by the end of the year.  Like Tapley’s the Longhorn is still operating in the Village today, though it looks a little different.  The two businesses are now connected, as Tapley’s Pub was taken over by Gibbons Hospitality in 2004.

The last forty years have certainly seen some changes at Tapley’s.  Looking at early photos from 1981, the many windows provided views straight to Sproatt and Whistler Mountain, views that have since been blocked by further construction of the Village and the Whistler Conference Centre.  While the copper pillars are still there, other parts of the decor and furniture have changed along with the view and a smoking lounge built in 2000 has evolved into a large patio area.  Keep an eye out over the next few months and years as more and more of Whistler’s businesses and organizations, founded during a decade of incredible changes, reach new milestones.
