Another year, another year of questions and answers!

In the 1980s the Whistler Question began posing a question to three to six people and publishing their responses under “Whistler’s Answers” (not to be confused with the Whistler Answer).  Each week, we’ll be sharing one question and the answers given back in 1985.  Please note, all names/answers/occupations/neighbourhoods represent information given to the Question at the time of publishing and do not necessarily reflect the person today.

Some context for this week’s question: Though there were some major snowfalls in December 1984, by January 31, 1985 there had not been any significant snowfall in Whistler for 33 days. Thanks to cooler weather conditions and some small inversions, both Whistler and Blackcomb Mountains were able to maintain the snow levels at the bottom of the mountains and continue operating, as well as making snow and grooming carefully to make as much of the mountains skiable as possible.

The Whistler Question wrote in 1980, “The Municipality has reviewed the opportunities in the Alta Lake area and without expropriation or purchase of private land property, the recreational opportunity in the Alta Lake area for swimming, especially a beach area for young children, is extremely limited.”

It was clear all along that more public access was required for Alta Lake and the Resort Municipality of Whistler (RMOW) had been looking into buying lots on the foreshore of the lake to turn into parks. When Drew Meredith became Mayor in 1986 the council started to think bigger than buying single-family lots, and Rainbow Lodge caught their attention.

Rainbow Lodge, where Rainbow Park is now located, had a long history of tourism. Myrtle and Alex Philip opened the popular vacation destination for summer visitors in 1914. Then in 1948, they sold Rainbow Lodge to the Greenwood family where it continued as a summer resort. In its heyday Rainbow Lodge contained over 40 buildings, including a main lodge, post office, stables and many cabins.

Rainbow Lodge was sold to Joan Saxton, a speculator from Vancouver, in 1970. Resort operations ceased in the early 1970s, however, people could still rent rooms and cabins on a more long-term basis. Disaster struck in 1977 when the main lodge burnt down during renovations, and by 1986 many of the remaining buildings had fallen into disrepair.

Whilst Whistler had gone through a period of booming development throughout the 1970s and 1980s, Rainbow Lodge remained rather unchanged. Joan Saxton said during the expropriation in 1986, “Pat Carleton said he wanted to get the town centre going, and then after that it would be my turn. They’ve down zoned me and put me off the sewer system.” In Saxton’s eyes this unfairly reduced the value of the land, and the RMOW and Saxton could not come to an agreement on purchase price.

The RMOW had the land appraised twice, and then went to the Provincial Government where they received permission to expropriate the land for public interest. In 1987, the 43.2 hectare (108 acre) parcel of land on Alta Lake was expropriated for $367,000.

If the owners had been living on the property the expropriation process may have been more difficult, but the Saxtons lived in the city and rented out some of the remaining cabins. Many of these buildings were in rough shape and had to be demolished when the area became a park. Three of the cabins were preserved for historical value, however, and you can still see these in Rainbow Park today.

The park was quickly developed, opening for public use during the summer of 1987. Early improvements to the property included creating a pedestrian crossing over the railway, building up the marshy pathway which was often flooded, and clearing vegetation from the sandy beach. Open wells that had been used for the lodge were filled in, the parking was cleared, and picnic tables added. The beachfront and facilities continued to expand and the park quickly reached the goal of becoming the top beach park in Whistler.

While the council at the time believed the deal was signed and done, the story of Rainbow Park does not end there. In what would become one of the longest lawsuits the RMOW has faced to-date, the Saxton family continued to fight for further compensation. They argued that the land appraisals were not taking into account the size and development potential of the property.

In 2012, the decades-old dispute was finally settled with the judge ordering the RMOW to pay an additional $2.4 million to the Saxton family, valuing the land at $12,000 an acre, comparable to the value of the Nicholas North lands in the early 1990s. With hindsight, the land was revaluated to $1.3 million dollars, and the RMOW was required to pay the difference, plus an additional $1.5 million for unpaid interest.

While Drew Meredith disagreed with judgement, he said Rainbow Park was worth it even at $2.4 million. With the number of people enjoying the sunshine recently, I tend to agree.

When Whistler Mountain opened to visitors in 1966 Franz Wilhelmsen was certain people would bring their own lunch and would not want to purchase food up the mountain. Originally the only place on the hill to purchase food was Garibaldi Cafeteria near the gondola base on Whistler Mountain (now Creekside).

The cafeteria first opened during construction of the lifts in 1965 to feed the influx of workers. Run by Leo and Soula Katsuris, the cafeteria was nothing fancy but it fed everyone quickly with limited resources. Once the lifts opened for visitors, the cafeteria transitioned to feeding skiers.

Garibaldi Cafeteria, often known as Whistler Cafeteria or simply ‘the cafeteria’, quickly became a community hub and remained in operation for over 15 years. Many of the original members of the volunteer ski patrol remember sleeping in the cafeteria when accommodation was tight. Weekly movie nights also moved to the cafeteria once it opened. This social night was so popular that locals from all around the valley would gather weekly to watch films. Tragically, in the early 1970s the cafeteria was also home to Whistler’s first recorded murder when a 20 year-old employee was shot and killed.

In 1969, Leo Katsuris opened L’Après next to the cafeteria. Open from lunch until late, L’Après catered to a later crowd with pizza, Greek food and regular live music and parties, becoming Le Club in the evenings. The theme nights, including Beach Party and Western Night, were legendary. Eventually the Garibaldi Cafeteria was incorporated into the L’Après brand becoming L’Après Dining Room and Cafeteria, the centre of everything in Whistler at this time. The BC liquor board required food purchase to buy a drink, and nursing a ‘plastic cheese sandwich’ kept the beer flowing.

Further up the mountain, the hungry skier market was capitalised on almost immediately when (William) Jack Biggin-Pound from Squamish set up a Coleman camp stove and picnic table to serve soup, sandwiches and hot drinks, as well as Mary’s famous cinnamon buns, in the Red Shack at the top of Red Chair. This moved to the Roundhouse after it was built in the summer of 1966 without any dining facilities.

The Katsuris’, who along with their staff were known colloquially as ‘The Greeks’, also managed the dining at the Roundhouse where everything had to be brought up the mountain pre-prepared. There was no power, storage or refrigeration until 1970 when renovations to the Roundhouse brought ‘a new modern electric food preparation and serving area’. This allowed a larger variety and amount of food to be prepared and served, including hot chocolate, fries, chilli, stew, hot dogs and chicken. They also started serving breakfast on the mountain for the first time.

Trying to predict demand was a real guessing game, based largely on the weather. Despite the new facilities, challenges in food preparation and logistics continued and there were very few updates to the food service on Whistler Mountain over the next ten years. The food service gained a poor reputation. According to one story, when the wait time for food at the Roundhouse was long, hamburger patties were only cooked on one side to speed up the cook time. Bob Penner, who lived in Whistler in the 1970s, said the hamburgers at the Roundhouse “made your regular canned meat or tuna taste so much better”.

Once the development of Blackcomb Mountain was announced, Whistler Mountain knew they needed to step up their hospitality. Whistler Mountain Ski Corp took over the existing food venues, redeveloping L’Après into Dusty’s, and, thanks to the competition with Blackcomb, the next decade brought many new and improved on-mountain dining options.

If you follow the Whistler Museum on social media, you will probably have noticed more images of Blackcomb Mountain appearing over the past year or so as we’ve been working to digitize the Blackcomb Mountain Collection. We’ve been sharing some of the more eye-catching and informative images that we’ve come across while digitizing. Next week we’ll be sharing even more of the Blackcomb Mountain Collection images in the hope of adding more information to the images.

The Blackcomb Mountain Collection includes over 22,000 promotional and candid images taken by over 30 photographers between 1980s and 1998. This period covers the mountain’s opening and its years in competition with neighbouring Whistler Mountain up until the two merged under Intrawest. Some of the photographers are well known for their photography work in the area, including Greg Griffith, Chris Speedie (of Toad Hall fame), and Paul Morrison, while others are perhaps better known for their work on Blackcomb Mountain, such as Hugh Smythe (then the President of Blackcomb Mountain Ski Enterprise) and David Perry (then in Blackcomb Mountain’s marketing department).

The content included in the Blackcomb Mountain Collection varies widely. There are, of course, a lot of images of people skiing and, in the later years, snowboarding. There are also many images that were created to promote Blackcomb Mountain and so show people (often hired models) happily wearing ski gear in the sun, sharing a meal at one of Blackcomb’s restaurants, or eating giant cookies outside in the snow. There are also images of mountain facilities, retail stores, and a lot of Blackcomb branded clothing.

While we do not yet have a name for the woman pictured, many people shared their fond memories of the giant cookies when this photo was posted online. Blackcomb Mountain Collection, David Stoecklein, 1988.

Not all of the images, however, are quite so obviously stages and instead seem to be promoting Blackcomb Mountain simply by capturing what was happening on and around the mountain. These images include many events that were hosted on Blackcomb Mountain, such as Freestyle World Cups, Kids Kamp events, Can Am bike races, and the well-remembered celebrity Suitcase Races. There are also images of people paragliding with Parawest Paragliding, the company that Janet and Joris Moschard operated off of Blackcomb Mountain in the early 1990s, and street entertainers organized by the Whistler Resort Association drawing crowds both at the base of Blackcomb Mountain and throughout the Whistler Village.

Amongst all of these images, there are also a few series of images of Blackcomb staff and staff events from the early 1990s. These are the images to which we are hoping to add more information (specifically names and possibly job titles) at our next Naming Night at the Museum.

At 6 pm on Thursday, September 22, we’ll be posting about 100 images around the museum that we need more information about, including the series of Blackcomb staff. Everyone is welcome to come help us fill in the blanks, whether you recognize a face, a place, or an event, by writing the information on a post-it and sticking it to the image (paper and pens will be provided). This information will then be added to the image’s entry in our database, making it much more likely that the image will be included when someone searches for a specific person, place or event in our database or online galleries. We’ve also had hundreds of names added to our images by people across the world since moving Names Night online in 2020, so, if you’re not able to make it the museum, we will also be posting the images on our Facebook page on Friday, September 23. Whether in person or virtually, we hope to see you there!
